Cut it down?...for craps, sure, play pass line with odds only.
Then the question becomes are you there for action or is the sole intent to reduce the HA while you play? You can never eliminate the HA, only reduce it. Are you willing to wait out 12-15 rolls with no action whatsoever? Considering the table might be crowded and lots of payouts---that's a lot of time with your chin in your hand. For the guy playing every so often....that's a lot of down time just watching.
I know a guy that always counts to ten before he pushes the deal button on VP.......says he looses less money that way. I asked him why he didn't count to twenty, and even loose less.
Actually, he could count at home ,sitting in his favorite recliner chair, while chugging a cold beer, & lose absolutely nothing! Probably wouldnt be as exciting as sitting in the Casino counting to ten, huh?
